Conform USDA, introducerea taxei la export nu va împiedica Rusia să redevină cel mai mare exportator global de grâu. "Taxa la exporturile de grâu este destinată să stabilizeze preţurile la cereale pe piaţa internă. Cu toate acestea, preconizata taxă de 25 de euro a fost deja aproape absorbită de pieţele globale", a spus Zernin. În ultimii 20 de ani, Rusia a trecut de la o ţară dependentă de importurile de grâu la una care este responsabilă pentru o cincime din vânzările mondiale.
